為提高錦城綠道項(xiàng)目設(shè)計(jì)工作的國(guó)際化、精品化和專業(yè)化，著力提升建筑形態(tài)、植入消費(fèi)場(chǎng)景、打造標(biāo)志性景觀、配套設(shè)施，我公司將面向海內(nèi)外公開(kāi)征集錦城綠道項(xiàng)目熊貓基地觀光瞭望塔創(chuàng)意方案，現(xiàn)將有關(guān)事宜公告如下：

In order toimprove the internationalization, refinement and specialization of JinchengGreenway Project Design, focus on improving the architectural form, implantingthe consumption scene, creating the landmark landscape and supportingfacilities, our company will open the public collection of Panda BaseSightseeing Tower Creative Scheme of Jincheng Greenway Project at home andabroad. Now the related matters are announced as follows:

一、項(xiàng)目概況Project Overview

1.1項(xiàng)目名稱：錦城綠道項(xiàng)目熊貓基地觀光瞭望塔創(chuàng)意方案征集。

1.1 Project name: Solicitations for Panda Base Sightseeing Tower Creative Scheme of Jincheng Greenway Project.

1.2項(xiàng)目地點(diǎn)：四川省成都市熊貓基地核心區(qū)內(nèi)。

1.2 Project Sites: The core area ofChengdu panda base in Sichuan province.

1.3項(xiàng)目規(guī)模：熊貓基地觀光瞭望塔建筑面積約2500平方米。

1.3 Project Scale:The panda BaseSightseeing Tower has a building area of about 2500 square meters.

1.4征集范圍：錦城綠道項(xiàng)目熊貓基地觀光瞭望塔創(chuàng)意方案設(shè)計(jì)。中選方案應(yīng)征人應(yīng)對(duì)創(chuàng)意方案進(jìn)行后期方案深化、建筑周邊景觀意向設(shè)計(jì)、室內(nèi)意向設(shè)計(jì)、效果把控并指導(dǎo)施工圖設(shè)計(jì)等，具體詳見(jiàn)《設(shè)計(jì)任務(wù)書(shū)》。

1.4 Solicitation scope: Panda BaseSightseeing Tower Creative Scheme Design of Jincheng Greenway Project. Theselected applicants shall deepen the creative scheme in the later stage, designthe landscape around the building, interior design, control the effect andguide the construction drawing design, etc. For details, please refer to the《designspecification》.

三、應(yīng)征人資格要求Applicant qualification requirements

3.1應(yīng)征人須滿足以下資格條件：

3.1 Applicants must meet the followingqualifications:

3.1.1 應(yīng)征人為國(guó)內(nèi)機(jī)構(gòu)的，須具有獨(dú)立法人資格，并具有國(guó)家建設(shè)行政主管部門(mén)頒發(fā)的建筑行業(yè)（建筑工程）設(shè)計(jì)乙級(jí)及以上資質(zhì)；

3.1.1 If the applicant is a domesticinstitution, he/she shall have the status of an independent legal person andhave the qualification of class b or above in the construction industry(construction engineering) design issued by the national constructionadministrative department.

應(yīng)征人為港、澳、臺(tái)機(jī)構(gòu)的，須在其所在地區(qū)具有合法營(yíng)業(yè)及從事建筑設(shè)計(jì)的許可；

If the applicant is an organization inHong Kong, Macao or Taiwan, he/she shall have a permit for legal business andarchitectural design in his/her locality.

應(yīng)征人為境外機(jī)構(gòu)的，須在其所在國(guó)家或地區(qū)具有合法營(yíng)業(yè)及從事建筑設(shè)計(jì)的許可。

If the applicant is an overseasorganization, he/she shall have the license of legal business and architecturaldesign in the country or region where he/she is located.

3.1.2 業(yè)績(jī)要求：2016年1月1日以來(lái)至少具有3個(gè)與本項(xiàng)目的規(guī)模（單體建筑不低于2500平方米）和功能性質(zhì)類似公共建筑的設(shè)計(jì)業(yè)績(jī)（在建或已完成）。

3.1.2 Achievements: since January 1,2016, at least 3 designs (under construction or completed) that are similar tothe scale of this project (no less than 2500 square meters for a singlebuilding) and public buildings of similar functional nature.

3.1.3根據(jù)本項(xiàng)目的特點(diǎn)，參與本次應(yīng)征的主創(chuàng)設(shè)計(jì)師需具有類似項(xiàng)目（觀光塔、觀景平臺(tái)等）的主持設(shè)計(jì)經(jīng)驗(yàn)。

3.1.3 According tothe characteristics of this project, the main designer who participates in thisapplication should have the experience of presiding design of similar projects(sightseeing tower, viewing platform, etc.)

3.2接受3.1.1條中任意兩個(gè)機(jī)構(gòu)組成的聯(lián)合體應(yīng)征人，包括：a) 國(guó)內(nèi)機(jī)構(gòu)與境外機(jī)構(gòu)組成的聯(lián)合體應(yīng)征人；b) 港、澳、臺(tái)機(jī)構(gòu)與境外機(jī)構(gòu)組成的聯(lián)合體應(yīng)征人；c) 國(guó)內(nèi)機(jī)構(gòu)與港、澳、臺(tái)機(jī)構(gòu)組成的聯(lián)合體應(yīng)征人。聯(lián)合體各方不得再單獨(dú)以自身名義，或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加此次應(yīng)征。

3.2 Accept the applicant of a consortiumcomposed of any two institutions in article 3.1.1, including: a) the applicantof a consortium composed of a domestic institution and an overseas institution;B) applicants for joint ventures between Hong Kong, Macao and Taiwaninstitutions and overseas institutions; C) applicants for joint venturesbetween domestic institutions and Hong Kong, Macao and Taiwan institutions. Theparties to the consortium shall not participate in the application in their ownname or with another design institution

四、報(bào)名及征集文件獲取Registration and collection of documents

4.1本次方案征集報(bào)名時(shí)間為2019年10月12日至2019年10月31日9:00～17:00（北京時(shí)間，下同）。

4.1 The timefor the scheme collection and registration is 9:00~17:00 from October 12, 2019to October 31, 2019. (Beijing time, the same below).

采用此方式的應(yīng)征人請(qǐng)于2019年10月31日17時(shí)00分前將報(bào)名資料郵寄至成都市高新區(qū)泰和二街170號(hào)5樓510室（收件人：梁女士，電話：028-85186931，郵編：610041），同時(shí)請(qǐng)將報(bào)名資料電子文檔發(fā)送至以下2個(gè)郵箱：tfldzb111@163.com，449597658@qq.com。報(bào)名資料以最終收到的紙質(zhì)資料為準(zhǔn)。在截止時(shí)間以后收到的報(bào)名資料將被拒絕。

Applicants who adopt this methodshould mail the application materials to room 510, 5th floor, 170 TaiHe 2ndstreet, high-tech zone, ChengDu (recipient: Ms. Liang, tel: 028-85186931, zipcode: 610041) before17:00 October 31, 2019. 應(yīng)征人可根據(jù)自身情況選擇報(bào)名及征集文件獲取方式。

A、中標(biāo)（選）通知書(shū)或設(shè)計(jì)合同（含項(xiàng)目名稱、項(xiàng)目概況等內(nèi)容頁(yè)及簽字蓋章頁(yè)）的復(fù)印件（如獲得優(yōu)秀獎(jiǎng)等可附相關(guān)證書(shū)）；

A. A copy of thenotification of winning the bid (selection) or the design contract (includingthe content page of project name, project profile and signature and seal page)(relevant certificates may be attached if the award of excellence is obtained);

B、設(shè)計(jì)作品的相關(guān)照片（完工項(xiàng)目）或效果圖（在建項(xiàng)目）。

4.3.5獲獎(jiǎng)情況一覽表（如有時(shí)）；

4.3.6本項(xiàng)目主創(chuàng)設(shè)計(jì)師及設(shè)計(jì)團(tuán)隊(duì)情況介紹，需提供：主創(chuàng)設(shè)計(jì)師及設(shè)計(jì)團(tuán)隊(duì)人員簡(jiǎn)介、個(gè)人職業(yè)資質(zhì)證明文件（若有）、主創(chuàng)設(shè)計(jì)師業(yè)績(jī)證明文件（具體要求同“應(yīng)征人業(yè)績(jī)證明文件”；個(gè)人業(yè)績(jī)可以跟企業(yè)業(yè)績(jī)重合，若業(yè)績(jī)證明材料無(wú)法反映服務(wù)內(nèi)容或該人員為該合同項(xiàng)目主創(chuàng)設(shè)計(jì)師時(shí)，則還須提供項(xiàng)目業(yè)主蓋章確認(rèn)的相關(guān)證明材料）；

4.3.6 Introductionto the main designer and design team of this project: introduction to the maindesigner and design team, personal professional qualification certificate (ifany), main designer performance certificate (the specific requirements are thesame as "applicant performance certificate"; Personal performance canbe overlapped with enterprise performance. If the performance certificationmaterials cannot reflect the service content or the personnel is the chiefdesigner of the contract project, relevant certification materials with projectowner's stamp shall be provided.);

4.3.7 授權(quán)委托書(shū)及委托代理人身份證明（身份證或所在國(guó)合法身份證明材料）；

4.3.7 Power of attorney and identitycertificate of authorized agent (id card or legal identity certificate of thehost country);

4.3.8 以聯(lián)合體名義報(bào)名的應(yīng)提交所有聯(lián)合體成員單位共同簽署的“聯(lián)合體協(xié)議書(shū)”，并明確牽頭的主體單位（原件，加蓋公章）；

4.3.8 If the applicant signs up in thename of the consortium, he/she shall submit the "consortiumagreement" signed by all the consortium members, and specify the leadingentity (original, with official seal).

4.3.9 應(yīng)征人認(rèn)為有必要提供的其他材料。

4.3.9 Other materials that theapplicant deems necessary to provide.

應(yīng)征人如為聯(lián)合體，成員單位需分別提供上述資料、填寫(xiě)報(bào)名表；以上所有資料均需加蓋單位公章。

If the applicant is a consortium, themember units shall provide the above information and fill in the applicationform respectively; All the above information shall be stamped with thecompany's official seal.

4.4 報(bào)名資料裝訂方式

以上報(bào)名資料雙面打印，裝訂成冊(cè)，A4文本，提交1份（須加蓋公章）。

五、征集說(shuō)明Solicitation Description

5.1本次征集工作分兩個(gè)階段：第一階段——公開(kāi)報(bào)名和遴選入圍；第二階段——方案編制及評(píng)審。

5.1 The solicitation is divided intotwo stages: the first stage -- public registration and selection; The secondstage -- program preparation and review.

5.1.1第一階段——公開(kāi)報(bào)名和遴選入圍

5.1.1 The first stage -- publicregistration and selection

發(fā)布征集公告公開(kāi)報(bào)名，經(jīng)過(guò)遴選評(píng)審委員會(huì)評(píng)選，遴選出10家準(zhǔn)入圍機(jī)構(gòu)、2家備選機(jī)構(gòu)（須排序），若10家準(zhǔn)入圍機(jī)構(gòu)中有機(jī)構(gòu)退出，則由備選機(jī)構(gòu)依序替補(bǔ)。

10 shortlisted institutions and 2candidate institutions (in order) will be selected by the selection andevaluation committee. If any of the 10 shortlisted institutions quits, thecandidate institutions will be replaced in order.

5.1.2第二階段——方案編制及評(píng)審

5.1.2 The second stage -- programpreparation and review

通過(guò)第一階段遴選的10家入圍機(jī)構(gòu)進(jìn)入方案編制階段，方案編制完成后提交成果文件，經(jīng)過(guò)評(píng)審委員會(huì)評(píng)審，推薦排名前1至3名應(yīng)征方案。

The 10 shortlisted institutionsselected through the first stage will enter the program preparation stage.After the program preparation, they will submit the result documents, whichwill be reviewed by the review committee and recommended to the top 1 to 3candidates.

5.2本次征集活動(dòng)設(shè)應(yīng)征獎(jiǎng)金，無(wú)應(yīng)征補(bǔ)償金。

5.2There is no compensation and bonus.

方案征集獎(jiǎng)勵(lì)標(biāo)準(zhǔn)如下：

The reward criteria for schemecollection are as follows:

第一名，獎(jiǎng)勵(lì)人民幣 30 萬(wàn)元（含稅）；

First prize: RMB 300,000 yuan (taxincluded);

第二名，獎(jiǎng)勵(lì)人民幣15 萬(wàn)元（含稅）；

Second prize: RMB 150,000 yuan (tax included);

第三名，獎(jiǎng)勵(lì)人民幣10 萬(wàn)元（含稅）；

Third place, RMB 100,000 yuan (taxincluded);

5.3解釋權(quán)：本次方案征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人。與此次活動(dòng)有關(guān)的所有往來(lái)通知、函件和成果文件均使用中英文對(duì)照，如中英文描述不一致，則以中文描述為準(zhǔn)。

5.3 Interpretation rights: the finalinterpretation rights of the proposal solicitation and related documents belongto the solicitors. All notices, correspondence and outcome documents related tothis activity are in Chinese and English. In case of any discrepancy betweenChinese and English descriptions, the Chinese description shall prevail.

6.2 逾期送達(dá)的或者未送達(dá)指定地點(diǎn)的應(yīng)征文件，征集人不予受理。
